This position is located in the Fiscal Service as a Budget Analyst.

The duties of the Budget Analyst include, but are not limited to:

  • Receives annual budget call and interprets instructions for use by the organization.
  • Prepares annual budget formulation documents in final form and ensures the accuracy of all data.
  • Works closely with department heads to assure complete understanding and compliance with basic financial requirements
  • Based on information from VA data sources and systems, prepares budget estimates for the facility and department operating budgets.
  • Assembles and develops background data and documentation in support of requested department budget requests.
  • Reviews a broad base of historical data and current trends to validate and consolidate requests and estimates for an integrated budget for the medical facility.
  • Prepares reports of analysis and makes recommendations for area of potential significant budget shortfalls or surpluses.
  • Knowledge and skill in the application of methods and techniques to analyze and evaluate the effects of continuing changes in program plans and funding.
  • Coordinates and compiles presentation material for budget presentation to various audiences.
  • Creates reports utilizing data in a variety of data systems such as Microsoft Access and Excel.
  • Creates Power Point presentations to support financial status
  • Maintains Share Point site for viable overview of financial status of programs
  • provides instruction to facility management officials during budget calls and in routine budget operations
  • Responsible for interpreting regulation and conveying policy to those affected in a clear, concise manner
  • Collects and organizes materials for presentations in a professional and accurate manner, briefs presenter when necessary and presents to facility leadership when appropriate
  • Frequently provides training on the financial system and routinely develops and presents training to meet the changing needs of the facility

To qualify for this position, applicants must meet all requirements by the closing date of this announcement.
Time-in-grade: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.
Specialized Experience: One year of specialized experience that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of this position, and that is typically in or related to the work of the position. To be creditable, specialized experience must have been equivalent to at least the next lower grade level of Federal service.

Examples of specialized experience include:

  • Maintain and manage a budgetary system for a research program or a similar program
  • Formulate, present, and implement departments annual operating budget
  • Allocate funds and track expenditures
  • Compile and analyze data for reports
  • Conduct audits

At the GS-11 level, the educational substitution would be a Ph.D. or equivalent doctoral degree
OR
3 full years of progressively higher level graduate education leading to such a degree
OR
LL.M., if related

Applicants may also combine education and experience to qualify at the GS-11 level.  To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned).  Then identify the percentage of required experience you possess.  Add the two percentages.  The total percentage must equal at least 100 percent to qualify at the GS-11. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position.

A transcript must be submitted with your application if you are basing all or part of your qualifications on education.

There is no educational substitution for the GS-12 level.
You will be rated on the following Knowledge, Skills, Abilities and Other characteristics (KSAOs) based on your application for this position.

KSA 1 – Ability to review historical budget data/estimates and prepare budget data and justifications

KSA 2 - Ability to review and prepare written analysis and justifications

KSA 3 - Skill in analyzing and evaluating financial relationships

KSA 4 - Skill in creating and adjusting data and reports in Microsoft Access, Excel, Power Point, and Share Point

KSA 5 - Ability to communicate orally and in writing

PHYSICAL REQUIREMENTS:  No special physical exertion is required.  The work is primarily performed while sitting though some work may require periods of standing.  The regular and recurring work of the position involves sitting at a desk, conferences, meetings, etc. and occasional visits to activity work sites.
