About the Position:
This position is located in the Planning Branch, Planning, Programs & Project Management Division, Omaha District, US Army Corps of Engineers. The office is located in downtown Omaha, NE, near the Missouri River and the citys wide array of parks, museums, historic sites, restaurants, and entertainment venues.

Serve as a Senior Plan Formulator/Project Manager responsible for plan formulation and project management of major Civil Works water resources studies for flood risk management, ecosystem restoration, water supply, and other purposes. Assigned studies typically are the most significant and highly controversial projects as measured by their diversity, geographical area, management demands, technical intricacies, and environmental and public issues. Such projects are complicated by: multiple sponsors and financing; major technical issues; conflicting interests of government agencies, and private citizens; a variety of statutes, regulations and funding sources; special design features; special acquisition and crediting strategies; and close agency scrutiny; and top-level approvals requirements. Serve as a Program Manager for one or more authorities within the General Investigations (GI), Construction General (CG), and/or Continuing Authorities Program (CAP), and as the authoritative source of expert advice and information on the assigned area of responsibility.

Experience required: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: 1) experience in coordinating, organizing, and directing plan formulation following the 6-step planning process for major Civil Works water resource studies and preparing pre-authorization and post-authorization reports; 2) experience in managing and directing the efficient and effective delivery of Civil Works projects following approved project management plans (PMPs); and 3) Experience with of the governmental Civil Works missions, specialized water and land related reconnaissance and feasibility programs for ecosystem restoration such as a Continuing Authorities Program (CAP), and current planning policy and guidelines. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service ([GS-12]).

COMMUNITY PLANNING SERIES GS-0020
The 0020 occupation has specific educational requirements which apply to all positions. From the options below, select the one which describes your educational background. ECONOMIST SERIES GS-0110

The 0800 occupation series for professional engineering positions has specific educational requirements which apply. From the options below, select the one which describes your background. Please select the response below that best identifies your education or combination of education and experience to meet the basic entry qualification requirements to perform work as a General Engineer GS-0801-14, Civil Engineer GS-0810-14, and Environmental Engineer GS-0819-14. The quality of the combination of education and experience must be sufficient to be comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field plus 1 year equivalent to at least GS-13 grade level specialized experience. Education above the high school level must have been completed in a U.S. college, university, or other educational institution that has been accredited by one of the accrediting agencies or associations recognized by the Secretary, U.S. Department of Education. Transcripts are required at the time of application.
A. Degree: professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry)in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1) Professional registration -- Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Boards eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described in A. OR 4) I have Related curriculum -- Successful completion of a curriculum leading to a bachelors degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. GENERAL PHYSICAL SCIENCE SERIES, SERIES GS-1301
The 1301 occupation has specific educational requirements which apply to all positions. From the options below, select the one which describes your educational background.
