About the Position:
This position is located in the Engineering Division, Omaha District, US Army Corps of Engineers. The office is located in downtown Omaha, NE, near the Missouri River and the citys wide array of parks, museums, historic sites, restaurants, and entertainment venues.
As a result of sequestration and budget shortfalls, Army is furloughing most of its employees for some amount of time during fiscal year 2013. An employee in this position MAY be subject to furlough. If applicable, specific information regarding the administrative furlough will be provided to the individual selected for this position.

Provides administrative assistance to the Chief and Deputy Chief of Engineering Division. Provides advice to the Branch and Section Chiefs and other administrative staff on the organization, methods and procedures associated with administrative support systems. Accomplishes a broad range of administrative management work, with principal responsibilities for office management, financial management, and human resource and manpower functions. Collaborates and assists with the development and execution of the annual operating budget and the maintenance and control of multiple funds covering the operating activities of the Division. Responsible to the Chief for all aspects of the budget process including: establishing work items, receiving and setting up new accounts; monitoring, accounts, closing and returning funds, reviewing and reconciliation of expenditures. Responsible for providing technical advice and guidance to other administrative and clerical staff members and coordinating procedural and administrative functions within the Division.

Specialized experience at the GS-08 level is defined as: experience in administrative support of senior level management, human resources functions associated with personnel actions, and assisting in the management of budgets. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service ([GS-07]).
Specialized experience at the GS-07 level is defined as: experience in administrative support management, human resources functions associated with personnel actions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service ([GS-06]).
You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:
- Knowledge of financial management/budget funding procedures
- Administrative skills and support
- Ability to communicate effectively
- Knowledge of Personnel coordination
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade (or equivalent).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
