Major Duties:

As a Contract Specialist for the NPS you will have the opportunity to perform pre-award and post-award contracting activities for requirements that include supplies, service, architect/engineering, and acquisition program support. The work requires making decisions concerning such issues as the interpretation of technical data, policy and regulatory information, and the planning and coordination of procurement issues.  You will also:

 

- Plan the overall approach to meet contracting program objectives

- Analyze difficult contracting issues and determine recommended course of action.

- Procure complex and/or diversified supplies, services and/or construction.

- Determine appropriate method of procurement using a wide range of contracting methods and contract types.

- Execute post-award contract performance management actions on contracts.

- Provide business advice and guidance to others on contracting work.

 

Area Information:

The Midwest Regional Office Major Acquisition Buying Office (MABO) contracts for the supplies, services, construction, and architect/engineering needs for 58 distinctly different National Park Service locations in 13 different states. The Midwest Regional Office is located in Omaha Nebraska. Omaha is located on the eastern edge of Nebraska on the Missouri River. A wide variety of housing in available in the metropolitan area. Median price of an existing home is 34 percent below the national average. The cost of living is 10 to 13 percent below the national average. In addition to public school systems, private and parochial schools are available. There are more than a dozen universities and community colleges in the area. Greater Omaha exceeds national averages for high school and college graduates. Nebraska ranks first in the nation among all states with 70 percent or more of its graduates taking the American College Testing college entrance exam. Access to world-class health care facilities is available. Cultural amenities include classical arts, music, museums, local and national theatre and “big-name” entertainers and musical groups. Eppley Airfield is serviced by 20 jet service air carriers, and the greater Omaha area has passenger bus and Amtrak rail service. Omaha also has affordable commuter bus service and taxicab service.  Bizjournals named Omaha the nations best metropolitan area for commuters.

 

The NEKOTA Major Acquisition Buying Office contracts for the supplies, services, and construction needs for 15 distinctly different National Park Service locations located in North Dakota, South Dakota, and Nebraska. The NEKOTA MABO is located within the Mount Rushmore National Memorial, which is three miles west of Keystone, South Dakota.  The Mount Rushmore National Memorial is in the Black Hills of southwestern South Dakota, not far from Custer, Hill City, Rapid City, and other towns offering housing, schools, medical and dental services, various religious institutions, shopping, and numerous recreational opportunities.

QUALIFICATIONS: To be eligible for this position, you must possess the qualifying specialized experience and/or education as well as selective factors as described in the occupational/assessment questionnaire.

To qualify for this position, you must demonstrate that you meet the Basic Requirement in addition to the Minimum Qualifications.

Basic Requirement:

A: Four year course of study leading to a bachelors degree with a major in any field;

OR

B: At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

You must include documentation with your application package that demonstrates how you meet the basic requirement for the position advertised in this vacancy.

Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions that they occupy on or before January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position.

Minimum Qualifications:

To qualify for the GS-9 level: At least one year of specialized experience equivalent to the next lower level in the federal service (GS-7) which has provided the knowledge, skills, and abilities to perform successfully the work of the position as a Contract Specialist which includes task such as: resolve questions/problems with technical personnel/vendors; monitor progress of contracts; perform solicitation, negotiation and contract administration related to the acquisition process; evaluate and review proposals and statements of work; and perform market research and acquisition planning. OR

Two full years of graduate level study or master or equivalent degree or an L.L.B or JD leading to such a degree, in one or a combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (You must submit a copy of your transcripts to support this response.)

OR

A combination of appropriate specialized experience as described above and graduate level education described above that together meet the qualification requirements for this position at the GS-9 grade level.

 

To qualify for the GS-11 level: At least one year of specialized experience equivalent to the next lower level in the federal service (GS-9) which has provided the knowledge, skills, and abilities to perform successfully the work which includes tasks such as: resolve questions/problems with technical personnel/vendors; monitor progress of contracts; perform solicitation, negotiation and contract administration related to the acquisition process; evaluate and review proposals and statements of work; and perform market research and acquisition planning. OR

Three full years of graduate level study or Ph.D or equivalent doctoral degree in a field leading to such a degree, in one or a combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (You must submit a copy of your transcripts to support this response.)

OR

A combination of appropriate specialized experience as described above and graduate level education as described above that together meet the qualification requirements for this position at the GS-11 grade level. 

To qualify for the GS-12 level: At least one full year of specialized experience equivalent to at least the GS-11 grade level or higher in the federal service which includes tasks such as: 1) performing assignments involving the use of advertising and negotiation methods; 2) analyzing contract provisions and recommending termination or modification of purchase orders/contracts; 3) drafting contracts including standard clauses and special provisions; 4) recommending award or necessary documentation to support award; 5) assisting with negotiations or conducting non-complex negotiations; 6) analyzing bids or proposals for responsiveness; 7) assisting with monitoring contractor performance; and 8) reviewing contract files for completeness and closure. In addition to meeting the education and the experience the following is required.

Selective Factor GS-11 level:  Possession of a FAC-C Level I or DAWIA Level I Certification or greater level certification for the Contract Specialist at the GS-11 grade level is required.  NOTE: You must submit a copy of your certification as your supporting document or you will be rated ineligible.

Selective Factor GS-12 level:  Possession of a FAC-C Level II or DAWIA Level II Certification or greater level certification for the Contract Specialist at the GS-12 grade level is required.  NOTE: You must submit a copy of your certification as your supporting document or you will be rated ineligible.

REQUIREMENTS:
1. Applicants must possess a valid state drivers license. This position requires that you operate a government (or private) motor vehicle as part of your official duties.
